Yoon Seok-yeol said in the talk that the National Assembly has cut all budgets related to the core functions of the state, combating drug crimes and maintaining public security, which has undermined the core functions of the state and put public security in crisis. The drastic cuts to the budget for next year are a manipulation of the state finances by the largest opposition party, the Democratic Party of Korea. This is a trampling on the constitutional order and an anti-state act of planning civil unrest.

Yoon Seok-yeol said that through emergency martial law, anti-national forces will be eradicated as soon as possible and the country will return to normal.

Lee Jae-myung, the leader of the Democratic Party, called on the people to go to the National Assembly, saying that "Yoon Seok-yeol's martial law order is unconstitutional and anti-civilian martial law." According to Yonhap News Agency, the gates of the South Korean National Assembly are currently closed and members of the National Assembly cannot enter the National Assembly.
The South Korean Ministry of National Defense held a meeting of major military commanders on the afternoon of the 3rd and issued instructions to the entire army to strengthen emergency alert and response posture.

According to Yonhap News Agency, the South Korean National Assembly Budget and Settlement Special Committee held a plenary meeting on November 29 and voted to pass the budget cuts in the absence of members of the ruling People's Power Party. It is the first time in the constitutional history of South Korea that the opposition party handles the budget alone. The budget passed on the same day is 4.1 trillion won less than the 677.4 trillion won budget submitted by the government. The cuts are for special activity expenses of the Presidential Secretariat and the National Security Office, and specific work expenses and special activity expenses of the Procuratorate and the Supervisory Commission.
